2、erence,developedanddevelopingcountriesalikecametogether,underUNauspices资助,toforgeaboldnewpartnershipfordevelopment;andtheymadecleartheirdeterminationtoendpovertyonceandforall.IntheMonterreyConsensus,developingcountriestookprimaryresponsibilityfortheirdevelopment,andformobili
3、zingdomesticresources.Developedcountries,inturn,agreedtoprovideassistanceandpromoteanenablinginternationalenvironmentfordevelopment.TheConsensuswasalandmarkagreement.Itreiteratedthatpoorandeconomicallydistressedpeopleshouldbewelcomedaspartnersinthedevelopmentprocess.Anditaff
4、irmedtheimportanceofsubstantiallyincreasedandpredictableofficialdevelopmentassistancetoachievedevelopmentobjectives,includingtheMillenniumDevelopmentGoals.JustpastthemidpointintheglobalefforttoachievetheseGoalsby2015,ourscorecardisuneven.Someregions–particularlysub-SaharanAf
5、rica–areclearlynotontrack.Thisshouldworryeverysingleoneofus.Afterall,reachingtheGoalsisnotonlyvitaltobuildingbetter,healthieranddecentlivesformillionsofpeoplearoundtheworld,itisalsoessentialtoglobalpeaceandsecurity.Now,morethanever,achievingtheMillenniumDevelopmentGoals-and,
6、indeed,alltheinternationallyagreeddevelopmenttargets-dependsfundamentallyonthesubstance,vitalityandcredibilityofourglobalpartnership.实质、活力和公信力Weknowwecanreachthegoals,butonlyifweshareresponsibilityandhonorourcommitments.Sofar,progressontheMonterreyConsensushasalsobeenmixed.喜
