3、rly1980sandearly1990s,arecessioninbyinternationalsanctions.ThenewSouthAfrica'sgovernmenthasformulated"reconstructionanddevelopmentplans"(RDP),emphasisonincreasingblacksocial,economicstatus.1996launch"growth,employmentandredistributionplan"(GEAR),aimstopromoteprivatisation,cuttingthefiscal
4、deficit,increasedLabourmarketflexibility,boostexports,relaxexchangecontrols,toencouragesmallandmedium-sizedenterprisedevelopmentmeasurestorealizetheeconomicgrowth,createmorejobs,andgraduallychangetheunreasonabledistribution.February2006,NaZhengFupromulgatedby"SouthAfricaaccelerationandsha
5、ringgrowthinitiative"(ASGISA),increaseofeconomicstrength,governmentinterventionbystrengtheninginfrastructureconstruction,implementingindustrydevelopmentstrategy,strengthenthepriorityeducationandhumanresourcestrainingmeasurestopromoteemploymentandpovertyreduction.Meanwhile,thegovernmentcon
