3、atvariouslevelsshallberesponsibleforthequalityoftheatmosphericenvironmentwithintheiradministrativeareasandtakethemeasurestopreventandcontroltheatmosphericpollution,andtoprotectandimprovetheatmosphericenvironmerit.Article3Theeconomicconstructiondepartmentsofthepeop

4、le'sgovernmentsatvariouslevelsshall,accordingtotheatmosphericenvironmentprotectionrequirementsbythepeople'sgovernmentatthesamelevel,incorporatetheprotectionoftheatmosphericenvironmentintotheproductionandconstructionplansoftheirowndepartmentsandorganizetoimplementi

5、t.Article4Enterprisesthatdischargeatmosphericpollutantsmustincorporatetheprotectionoftheatmosphericenvironmentintotheproductionandconstructionplansandthetechnologyinnovationplansoftheirownenterprises.Thecompetentauthorityforenterprisesshallstrengthenthesupervision

6、andadministrationontheprotectionoftheatmosphericenvironmentoftheenterprises.Article5Thecapital,materialandequipmentfortheprotectionoftheatmosphericenvironmentinaconstructionprojectshallbearrangedtogetherwiththemasterengineeringonthebasisofover-allview・ChapterIISup

7、ervisionandManagementofthePreventionandControlofAtmosphericPollutionArticle6Beforeaconstructionprojectthatdischargeatmosphericpollutantsisputintooperationorused,itsfacilityforthepreventionandcontrolofatmosphericpollutionshall,throughtheinspectionandexaminationbyth

8、eenvironmentprotectiondepartmentsthatexamineandapprovetheenvironmentalimpactstatementofthesaidproject,besatisfiedwiththefollowingrequirements:(1)theproc
