2、frameworkforconsistentpracticesacrossNASAprograms.TheNASAEngineeringManagementCouncil,inearly1994,directedthatthisstandardbedevelopedinresponsetoanadvocatedneedthatstated,“Itisimportantfortheagencytohavea(simple)setofstandardtestprogramrequirementsforpayloa
3、ds.”Asaresult,theEngineeringManagementCouncilcharteredapaneltodevelopanappropriatedocument.TheNASAStandardPayloadTestPanelwasassembledbytheGoddardSpaceFlightCenter,whichwasnamedtochairandorganizetheactivity.MemberswerenominatedbyEngineeringManagementCouncil
4、representativesoftheCenters,andguidancetothePanelbytheEngineeringManagementCouncilwasbroadandnon-specific.Toprovideadditionaltechnicalexpertguidanceinthethermal-vacuumandelectromagneticinterference(EMI)/electromagneticcompatibility(EMC)testingdisciplines,th
