2、 &(Previously“CCITTRecommendation”)FOREWORDTheITU-T(TelecommunicationStandardizationSector)isapermanentorganoftheInternationalTelecommunicationUnion(ITU).TheITU-Tisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommen-dationsonthemwith
3、aviewtostandardizingtelecommunicationsonaworldwidebasis.TheWorldTelecommunicationStandardizationConference(WTSC),whichmeetseveryfouryears,establishesthetopicsforstudybytheITU-TStudyGroupswhich,intheirturn,produceRecommendationsonthesetopics.TheapprovalofRecommend
4、ationsbytheMembersoftheITU-TiscoveredbytheprocedurelaiddowninWTSCResolutionNo.1(Helsinki,March1-12,1993).ITU-TRecommendationF.115waspreparedbyITU-TStudyGroup1(1993-1996)andwasapprovedundertheWTSCResolutionNo.1procedureonthe21stFebruary1995.___________________NOTE
