4、wtostandardizingtelecommunicationsonaworldwidebasis.TheWorldTelecommunicationStandardizationAssembly(WTSA),whichmeetseveryfouryears,establishesthetopicsforstudybytheITU-Tstudygroupswhich,inturn,produceRecommendationsonthesetopics.TheapprovalofITU-TRecommendationsiscoveredbytheprocedurelaiddowninWTSA
