2、成绩。并通过查阅文献和一些实地访谈了解了乡镇执法过程中出现的一些问题，如执法经费不足，执法环境有待改善，执法程序有待规范，执法人员素质有待提高等等。通过对问题的简要分析提出了相应解决对策，如保障经费充足，改善执法环境，规范执法程序，提高执法人员素质，健全监督激励机制等等。目的是这些在实践基础上的理论研究能够更好地指导实践。使得乡镇政府行政执法能力能够有所提高，这样才能更好地实现依法行政、依法治国的要求。关键词：乡镇政府；行政执法；现状；问题；对策VillagesandTownsGovernmentAdministrativeLawEnforcementProblems
