1、上海居家养老服务的现状和对策探讨摘要上海自1979年在全国率先进入人口老龄化社会行列以来一直是全国老龄化程度最高的地区°为应对上海人口老龄化和高龄化所引起的养老问题,上海自2000年起试行居家养老服务「在上海开展居家养老服务的5年中居家养老社会资源供给的不足和老年人居家养老服务需求之间的矛盾越来越突出，相关问题急待解决。本文试图通过对上海居家养老服务现状、发达国家或地区实践活动的分析研究，针对上海的现实情况，对上海居家养老服务现状的对策提出作者个人的建议0本文第一章首先对居家养老服务的相关概念作了解释。第二章着重分析了上海人口老龄化的情况、养老福利事业现状

2、老年人养老服务需求和居家养老服务的现状"第三章细致研究了儿个代表性国家或地区的养老服务实践情况。借鉴了国外居家养老服务的社会化模式一国社区照顾模式和澳大利亚家庭老年护理服务、以房养老模式一国老年人倒按揭制度、专门保险制度模式一日本介护保险制度，以及我国香港特别行政区的安老服务模式的实践经验和特点°本文第四章根据前两章对上海居家养老服务现状分析和发达国家或地区实践经验的借鉴，从构建多层次居家养老社区支持体系、探索建立护理保险制度探索建立倒按揭制度等三个方面，提出了对上海居家养老服务对策的建议0关键字:社会福利？居家养老?社区对策THERESEARCHOFTH
