2、ast,therearestillmoretoimprove.HeilongjiangProvinceisfacinganimportantandexigentissueofhowtoutilizetheFDItoacceleratedevelopment,fromthepointofviewofRevitalizingtheOldIndustrialBase,toexpeditethefurtherOpeningOutsideStrategyinthewholeprovince;howtocatchtheopportunityfromthepractice,tostrengthe
3、ntheFDI,toconstructanewplatformfordevelopment,toadjustandoptimizeindustrystructure,toretainthesustained,rapidandhealthydevelopmentinthewholeprovince.Atfirst,thisarticledefinetheconceptoftheFDI,stateitssignificancetoeconomicdevelopment,thenconcludeandsummarizethecurrentsituationandfeatureofFDIi
4、nHeilongjiangProvince,pointoutthecurrentexistingproblem:thetotalFDIscaleissmallerthanthatinthedevelopedprovinces;thestructureofFDIisnotreasonable,weakadjustingroleontheindustrystructure;FDIsourcecountriesandareaarelimited;theadministrationofinvestmentpromotionandforeignenterprisesneedtobeimpro
5、ved;todeeplyanalyzethefollowingfactors:theinvestmentenvironmentneedtobeimprovedurgently,whichshouldkeepupwiththereformsystem;localcharacteristics;theguidancerolefromthegovernmentbyachievementassess;theprojectsforattractingforeigninvestmentneedtobedetailed;theadministrationsystemofattractinginv
6、estmentisnotreasonable;theinvestmentenvironmentneedstobeimproved.Meanwhile,toanalyzetheadvantagesanddisadvantagesoftheabroadanddomesticenvironmentforFDIinHeilongjiangProvince,topredictthegeneraltendencyofFDIinHeilongjiangProvinceinfluencedbytheadvantageofHeilongjiangeconomicdevelopment,ontheba
