4、micandsocialdevelopmentplansandtheCPCConstitution,the18thNationalCongressoftheCPC,heldinNovember2012,set"respectforandprotectionofhumanrights"asoneofthegoalsinthedriveforbuildingamoderatelyprosperoussocietyinallrespects.TheChinesegovernmentissuedtheNationalHumanRightsActionPla
5、nofChina(2009-2010)andtheNationalHumanRightsActionPlanofChina(2012-2015),andreviewedtheimplementationoftheNationalHumanRightsActionPlanofChina(2009-2010).ThecauseofhumanrightsinChinahasenteredastageofplanned,sustainable,steadyandcomprehensivedevelopment.Ingovernance,theCPCandt
6、heChinesegovernmentfollowthefundamentalandmajorprincipleofpursuingscientificdevelopment,promotingsocialharmony,improvingthepeople'slivelihoodandpromotingthewellbeingofthepeople.GuidedbytheScientificOutlookonDevelopmentwhichputspeoplefirstandaimsatcomprehensive,balancedandsusta
