2、sforthecollection,treatmentandrecoveryofend-oflifevehicles.HavingregardtotheTreatyestablishingtheEuropeanCommunity,andinparticularArticle175(1)thereof,(7)MemberStatesshouldensurethatthelastholderand/orHavingregardtotheproposalfromtheCommission(1),ownercandelivertheend-oflifeveh
3、icletoanauthorisedtreatmentfacilitywithoutanycostasaresultoftheHavingregardtotheopinionoftheEconomicandSocialvehiclehavingnooranegative,marketvalue.MemberCommittee(2),Statesshouldensurethatproducersmeetall,orasignifi-cantpartof,thecostsoftheimplementationofthesemeasures;thenorm
4、alfunctioningofmarketforcesHavingconsultedtheCommitteeoftheRegions,shouldnotbehindered.ActinginaccordancewiththeprocedurereferredtoinArticle251oftheTreatyinthelightofthejointtextapprovedbytheConciliationCommitteeon23May2000(3),(8)ThisDirectiveshouldcovervehiclesandend-oflifeveh
