1、在我国五大国有商业银行在其业务量和经营网点上都占有显著地位，政府对国有商业银行进行有效的监管，是确保国有商业银行的运营安全，同时也是推动政府金融改革的关键内容。政府采取什么监管手段与监管机制实施有效的监管，同时持续提高银行的运作效率与降低银行的运营风险，完善银行内部治理结构，己成为推动国有商业银行发展和改革的关键。所以说，政府如何对国有商业银行实施有效的监管，是确保国有商业银行安全运营与推动政府金融改革的关键。本文通过借鉴前人研究对国有商业银行政府监管的理论基础和国有商业银行政府监管必要性等有一定了解的前提下，分析国有商业银行政府监管的现状及当前政府对国有
2、商业银行进行监管屮所存在的主要问题，包括国有商业银行政府监管的主体、依据、内容、方法、程序等现状及存在政府职能转变滞后、监管职能重复配置、监管体系不健全、监管内容缺乏系统性、监管的方法及手段相对单一等问题，提出加强国右商业银行政府监管的对策，通过强化政府金融服务职能、理顺国有商业银行政府监管关系、协调政府监管机制、丰富政府监管内容、创新政府监管手段与方法等手段，形成监管主体与客体间的良性互动，从而有效的防范与化解风险，提高国有商业银行在发展过程中的竞争力。关键词：国冇商业银行；政府监管；监管方法；监管制度AbstractInthefivebigstate-
