5、eisexpectedtoreleaseafinaldraftoftheNewCapitalAccordlatein2003.ThecurrentBaselCapitalAccord(BaselI)hashadconsiderablesuccessinreachingitsstatedaimsofstrengtheningthestabilityoftheinternationalbankingsystem,byincreasingcapitallevelsandcreatingamorelevelplayingfieldthroughtheconsistentapplica
6、tionoftheaccordindifferentcountries.Inaggregate,currentglobalaveragelevelsofTier1capitalroseto8percentfromapproximately6percentin1993.Moreover,BaselIisusedinmorethan100countries,farmorethanwasinitiallyexpected.Despitethisapparentsuccessinachievingitsprimarygoals,itisclearthatBaselIhasalsoha
7、dsomeunintendedandundesirableeffects,owingtotherelativelycrudewayinwhichminimumcapitalrequirementsarecurrentlydetermined.Underthecurrentapproach,banksmusthold8percentofrisk-weightedassets(RWAs)ineligiblebookequity(Tier1andTier2capital).Mostassetsarefully
