3、Cognitiveradioallowsforusageoflicensedpaging,havebeenfoundtobegrosslyunderutilized,frequencybandsbyunlicensedusers.However,theseunli-resultinginspectrumwastage.Forexample,recentstudiescensed(cognitive)usersneedtomonitorthespectrumbytheFederalCommunicationsCommission(
4、FCC)showcontinuouslytoavoidpossibleinterferencewiththelicensedthatthespectrumutilizationinthe0–6GHzbandvaries(primary)users.Apartfromthis,cognitiveradioisexpectedtofrom15%to85%[1].ThishaspromptedtheFCCtolearnfromitssurroundingsandperformfunctionsthatbestproposetheopeningoflicen
5、sedbandstounlicensedusersserveitsusers.Suchanadaptivetechnologynaturallypresentsandgivenbirthtocognitiveradio[2].TheIEEEhasformeduniquesignal-processingchallenges.Inthispaper,wedescribeaworkinggroup(IEEE802.22)todevelopanairinterfacethefundamentalsignal-processingaspectsinvolve
6、dindevel-foropportunisticsecondaryaccesstotheTVspectrumviaopingafullyfunctionalcognitiveradionetwork,includingthecognitiveradiotechnology.Theguidingphilosophyofspectrumsensingandspectrumsculpting.cognitiveradioistoallowuniversalmaximizationofthespectrumutilizationinsofarastheun
