3、omain,italsoprovidedcash-strappedhealthdepartmentswithaccesstoaseminalintegrationofscholarlyworkthatwasusefultoprogramstaff,interns,anddirectorsalike.Althoughtheywerenottheprimarytargetaudience,membersofthepublichealthresearchcommunityalsoutilizedTheoryataGlance,bothasaquickdeskrefer

4、enceandasaprimerfortheirstudents.TheNationalCancerInstituteispleasedtosponsorthepublicationofthisguide,butitsrelevanceisbynomeanslimitedtocancerpreventionandcontrol.Theprinciplesdescribedhereincanserveasframeworksformanydomainsofpublichealthintervention,complementingfocusedevidencere

5、viewssuchasCentersforDiseaseControlandPrevention’sGuidetoCommunityPreventiveServices.ThisreportalsocomplementsanumberofothereffortsbyNCIandourfederalpartnerstofacilitatemorerigoroustestingandapplicationofhealthbehaviortheoriesthroughtrainingworkshopsandthedevelopmentofnewWeb-basedres

6、ources.Onereasontheoryissousefulisthatithelpsusarticulateassumptionsandhypothesesconcerningourstrategiesandtargetsofintervention.Debatesamongpolicymakersconcerningpublichealthprogramsareoftencomplicatedbyunspokenassumptionsorconfusionaboutwhichdataarerelevant.Theorycaninformthesedeba
