2、numberofappliedscientificpublicationshasconsiderablyincreasedoverthepast15years.Abouthalfofthisresearchworkusesquantitativetechniquesasoptimisationdecision-supportsystems.Butduetotherecentnessofthisacademicarea,researchersarefindingitdifficulttodevelopaccurate,andaboveall,reliablemathematicalm
3、odelstosupporttheirstepstowardsimprovement.ThisisparticularlytrueconcerningthecrucialproblemsofcoordinationinHSCs.Thispapertacklestheissuebydevelop-inganoriginalquantitativemodellingsupportmethod.Basedonenterprisemodellingmethodologies,weproposeabusinessprocessmodellingapproachthathelpsinun
4、der-standing,analysing,evaluatingandthendevelopingtheformalexpressionofanHSC.Suchamodel,therefore,clearlyhasanaddedvalueforpractitionersandshouldenablerelevantquantitativemodelstobeproduced.Finally,anapplicationontheemergencyresponseprocessesoftheInternationalFederationofRedCrossisdetailedi
