3、ountstotheDCAprogramaccounttofinancethesubsidycostofDCAcreditguarantees,whichallowcredittobeusedasaflexibletoolforawiderangeofdevelopmentpurposes.Theseprojectscanpromotebroad-basedeconomicgrowthindevelopingandtransitionaleconomies,andaugmentgrantassistanc
4、ebymobilizingprivatecapitalindevelopingcountriesforsustainabledevelopmentprojects.DCAtherebysupportsthecapacityofhostcountriestofinancetheirowndevelopment.TheabilityofDCAprojectstoleverageassistanceresourcesissignificant.Todate,DCAhasbeenusedtomobilizeine
5、xcessof$1.3billioninlocalprivatefinancingatabudgetcostofapproximately$45million.DCAtransferauthorityhasenabledmorethan49USAIDmissionstoenterinto181guaranteeagreementsinvirtuallyeverydevelopmentsector.Programareasandelementsaredeterminedbythemissionstorefl
6、ectthenatureoftheprojectsfinanced.DCAprojectshavealreadyprovenveryeffectiveinchannelingresourcestomicro-enterprises,smallandmedium-scalebusinesses,farmers,mortgagemarkets,andcertaininfrastructuresectors,especiallyenergy.InFY2009,DCAguaranteeswillsupportmu
7、chneededfinancingofwaterandsanitationfacilitiesinthePhilippines,Indonesia,Vietnam,Uganda,andGhana.DCAwillcontinuetosupportsmallandmediumenterprisesandinfrastructureprojectsinAfrica,andtopromotetheflowofcredittomicrofinanceinstitutions,smallandmediumenterp
8、rises,agribusinesses,energy-efficiencyprojects,housing,andmunicipalitiesinUSAID-assistedcountriesinFY2009.InaccordancewiththeFederalCreditReformActof1990,therequestforcreditadministrativeexpenseswillfundthetotalcost
