3、forinstalling,operatingandmanagingaspecificcommunicationinfrastructurethatshallprovidenetworkingandsecurityservicesfortheexchangeofdataviatheSchengenInformationSystem(SIS)andfortheexchangeofinformationlinkedtotheSISdatabetweentheSIRENEBureaux.TheComm

4、issionisputtingforwardthisproposalinordertoensurethecontinuityoftheabovementionedservicescurrentlyprovidedbythecommunicationinfrastructurefortheSchengenenvironment(SISNET)andwhichareofcrucialimportanceforkeepinganareawithoutinternalbordercontrols.How

5、ever,thisproposalforestablishinganewcommunicationinfrastructureshouldonlybeimplementedintheeventthatthepublicprocurementlaunchedbytheDeputySecretary-GeneraloftheCouncilonbehalfoftheMemberStatesforanewSISNETcontracthasbeenunsuccessful.TheCommissioncon

6、sidersthattheCouncil,whichisresponsibleforthemanagementoftheSIS,should,inprinciple,continuetoberesponsibleforallitscomponentsincludingitscommunicationinfrastructure.TheCommissionproposesthatthisnewcommunicationinfrastructureshallbeestablishedbymaking

7、useofthehorizontalmeasuresprovidedforintheIDABCProgramme(Decision2004/387/EC)inparticularofs-TESTA(asecuredtrans-Europeancommunicationplatform).Thes-TESTAplatformisalsocurrentlybeingusedfordevelopingthecommunicationinfrastructurefortheSecondgeneratio

8、noftheSIS(SISII).AsregardsSISII,theCommissionremainscommittedtoitsdevelopmentandtohavingthesystemoperationalassoonaspossiblegiventhatitremainstheabsolutepriorityfortheCouncil.ThesharedgoalofhavinganewSISwithnewandimprovedfunctionalitiesandhigherperfo
