1、CDIOperatingManualSection4.0ShipInspectionProcedures4.0SHIPINSPECTIONPROCEDURES4.1BackgroundThisShipInspectionReport(SIR)hasbeendevelopedaspartoftheCEFIC“SafetyandQualityAssessmentSystemfortheManagementofShipOperations”.Forassessmentpurposes,theSIRshouldbereadinconjunctionwiththeVes

2、selParticularsQuestionnaire(VPQ).TheaimoftheSIRistogiveanaccurateassessmentoftheshipatthetimetheinspectioniscarriedout.TheSIRisessentiallyaqualityassessmentoftheship,itsoperationsandpersonnelwhichalsoincorporatesessentialaspectsofsafetyandenvironmentalprotection.Compliancewithstatut

3、ory,recommendedanddesirableitemsareidentifiedwithintheSIR.ObservationstoallnegativeanswersarelistedinSectionB(InspectionSummary).TheInspectormayadditionallyremarkonanyanswerorsectiondeservingfurtherexpansionandonanyconditionsoroccurrencesobservedduringtheinspectionwhichwerecontraryt

4、osafeworkingpractices.Inspectorsareencouragedtodocumentpositiveitemsandbestpracticesthatarenotedonboard,aswellasitemsthathavebeencorrectedpriortocompletionoftheinspection.TheSIRdoesnotattempttopassorfailtheshipforanyparticularpurposebutrathertogiveanassessmentofconformanceatthetimeo

5、ftheinspectionasmeasuredagainstinternationallyacceptedstandards.4.2TheInspectorThehigheststandardsofethicalbehaviourareexpectedfromCDIInspectors.ThefindingspresentedintheSIRaretoberegardedasconfidentialandthepropertyoftheShipOwnerandonnoaccountshalltheInspectordiscussthecontentsofth

6、ereportwithanythirdparty.TheInspectorshouldbeanobserveronlyandshouldnotinterfereorbecomeinvolvedintheoperationoftheshiporbeapartyinanydiscussionbetweentheship,terminal,portauthoritiesetc.TheInspectorshallnotoperateanyequipmentoradviseonanyoperationalorconstructionalmattersorgiveanya

7、dviceonhowaparticularnoncomplianceorobservationmaybecorrected.TheInspectormayrequestequipmenttoberunoroperatedundertest.AcourteousandconsiderateapproachisexpectedoftheInspectorinalldealingswiththeMaster,hiscrewandanyrepresentativefromtheshore.TheInspectorshouldtakecaretoensurethathi
