2、thedifficultieswhichhaveariseninNewfoundland,havedecidedtoconcludeaConventiontothateffect,andhavenamedastheirrespectivePlenipotentiaries:HisMajestytheKingoftheUnitedKingdomofGreatBritain.andIrelandandoftheBritishDominionsbeyondtheSeas,EmperorofIndia,theMostHonourableHenryCharlesKeithPetty-Fitzmaur
3、ice,MarquessofLansdowne,HisMajesty'sPrincipalSecretaryofStateforForeignAffairs;andThePresidentoftheFrenchRepublic,hisExcellencyMonsieurPaulCambon,AmbassadoroftheFrenchRepublicattheCourtofHisMajestytheKingoftheUnitedKingdomofGreatBritainandIrelandandoftheBritishDominionsbeyondtheSeas,EmperorofIndia
4、;Who,afterhavingcommunicatedtoeachothertheirfullpowers,foundingoodanddueform,haveagreedasfollows,subjecttotheapprovaloftheirrespectiveParliaments:—ARTICLEI.FrancerenouncestheprivilegesestablishedtoheradvantagebyArticleXIIIoftheTreatyofUtrecht,andconfirmedormodifiedbysubsequentprovisions.ARTICLEII.
5、Franceretainsforhercitizens,onafootingofequalitywithBritishsubjects,therightoffishingintheterritorialwatersonthatportionofthecoastofNewfoundlandcomprisedbetweenCapeSt.JohnandCapeRay,passingbythenorth;thisrightshallbeexercisedduringtheusualfishingseasonclosingforallpersonsonthe20thOctoberofeachyear
6、.TheFrenchmaythereforefishthereforeverykindoffish,includingbaitandalsoshellfish.TheymayenteranyportorharbouronthesaidcoastandmaythereobtainsuppliesorbaitandshelteronthesameconditionsastheinhabitantsofNewfoundland,buttheywillremainsubjecttothelocalRegulationsinforce;theymayalsofishatthemouthsofther
7、ivers,butwithoutgoingbeyondastraightlinedrawnbetweenthetwoextremitiesofthebanks,wheretheriverentersthesea. Theyshallnotmakeuseofstake-netsorfixedengineswithoutpermissionofthelocalauthorities. Ontheabove-men
