2、suanttotheprovisionofArticlenineoftheConstitutionofAfghanistaninordertoprovideforStateownershipandcontrolofMineralSubstances,[toprovidefor]theproceduresfortheprotection,management,use,utilization,andattractionandpromotionofprivateinvestmentinMineralActivities,andtoregulateo
3、theractivitiesconnectedwiththeforegoing.Articletwo:ManagementofMineralsTheownership,control,prospecting,exploration,exploitation,extraction,concentration,Processing,Transformation,transportation,marketing,sale,andexportofMineralSubstancesintheterritoryofAfghanistan,[whether
4、]underoronthesurfaceoftheEarthorinitswatercourses,shallbegovernedbytheprovisionsofthisLaw.Articlethree:ExpressionsInthislaw,thefollowingexpressionsshallhavethefollowingmeanings.1-"ArtificialDeposit”meansanyconcentrationofMineralSubstancesonorunderthesurfaceofland,whichisder
5、ivedfromstorageofscraps,Tailings,orprocessingofTailingsandwhichiseconomicallyreasonabletobeprocessed(scrapandoldmetals,andscrapdepositsandsoforth).2-"ArtisanalExploitation"meansanyactivitybymeansofwhichaPersoncarriesoutextractionofMineralSubstancesusingtraditionaltools,andt
6、raditionalmethodsofprocessingatadepthnotexceedingthirtymeters.3-"Authorization"meansanAuthorizationgrantedbytheMinistryofMinesandIndustriesforQuarryExploration,TemporaryQuarryExploitation,PermanentQuarryExploitation,TailingsExploitation,ArtisanalExploitationorforthecommerce
7、,Processing,transportationorTransformationofMineralSubstances,4-"BaseMetal"meansanymetal,foundinanyformandcondition,otherthanaPreciousMetal.5-"BituminousSand”meanssandor[other]rockmaterialcontainingnaturallyoccurringhydrocarbonswhichhydrocarbonshaveaviscosity,[determined]un
