2、rgyproblemsrelativetooil.InItalycoaltransportationwillbecharacterizedbythefollow-ingpeculiarities:-coalmustbealmostentirelyimportedsothatsupplywillmainlycon-cernseaports;-mostusers,bothpublic(productionofelectricpowerandheating)andprivate(industries)willbel
3、ocatedintheinlandterritory;-coalistobecarriedessentiallybyunit(blocked)trainsontherailwaynetwork.Inafirstphaserailtrafficofcoalwilloverlaptheexistingtrafficofpassengersandgoods,withoutaffectingit,andthiswillbepossibleowingtotheactuallimitedcoaldemand.Infact
4、Italiannetworkisnot-homogeneouswithhightechnologicalmainlines,almostsaturatedbytheactualtraffic,andsecondarylines,singletrackornot-electrified,withlowflowsandthenavailableforcoaltransportation.Thereforeinthisphasetheproblemisthatofusingthepresentrailnetwork
5、inabalancedandrationalewaybyanefficientmanagementofcoaltransport,withtheaimofminimizingtransportationcostswithoutinterferringwithotherkindsofflows.Inasecondphase,foreseeableincreaseincoaldemandduetoplantsconversionandnewinstallationwillmakenecessarytoplanap
6、-propriatenetworkexpansions.Inthiscasewillbeconvenienttodetermineanewglobalalloca-tionofdifferenttraffics,inordertoassureabetterperformanceofthesystem.Inthispaperwerestrictouranalysistothefirstphaseandpresentalinearoptimizationmodelonmulticommodityflownetwo
7、rkforthemanagementofcoaltransportation,whichisalsosuitablefortacklingproblemsrelativetothesecondphase.1362.MODELOFCOALTRANSPORTATIONBYRAILCoaltransportationhasbeenwidelyconsideredintheliterature[1,2]andinparticularmodelsofrailnetworkmanagementhavebeendevelo
