4、ntofthemoneymarket，expandfinancingchannelsofsecuritiescompanies，regulatetheissuanceandtradingofshort-termfinancingbillsofsecuritiescompaniesandprotectthelegitimaterightsandinterestsoftheinvestorsofshort-termfinancingbills.Article2The“short-termfinancing

5、billsofsecuritiescompanies”（hereinafterreferredtoas“short-termfinancingbills”）asreferredtointhepresentMeasuresshallmeanthefinancialbondissuedbysecuritiescompaniesintheinter-bankbondmarketforthepurposeofshort-termfinancingandforwhichbothpartiesagreetorep

6、ayboththeprincipalandthecorrespondinginterestswithinatimelimit.Article3Theissuanceandtradingofshort-termfinancingbillsofsecuritiescompaniesshallbesubjecttothesupervisionandadministrationofthePeople’sBankofChina.Article4ThePeople’sBankofChinashallauthori

7、zetheNationalInter-bankFundingCenter（hereinafterreferredtoastheInter-bankFundingCenter）to，throughtheelectronicinformationsystemoftheInter-bankFinancingCenter，publicizethesupervisoryopinionsofChinaSecuritiesRegulatoryCommission（hereinafterreferredtoasthe

8、CSRC）onwhetherornotanissuerofshort-termfinancingbillsmeetsthebasicconditionsforissuingshort-termfinancingbills.Article5Theshort-termfinancingbillsofsecuritiescompaniesshallbeissuedandtradedonlyintheinter-bankbondmarket.Article6Th
