2、ofdeliberativedemocracyisthattheprerequisitesofdeliberationmustbeproducedthroughdeliberationitself.Thisessay,thus,proposesthatdeliberativedemoc-racyrequirestwolevelsofdeliberation:Oneisinstrumentaldeliberation,aproceduraltool,throughwhichpeoplenegotiateandmakedecisions;theotherisdialogicdelibera
3、-tion,ordialogue,throughwhichpeopleconstructtheconceptoftheselfandother,thesenseofcommunity,andpublicreason.RelyingonHabermasstheoryofcommuni-cativeaction,Bubersconceptofdialogue,andGiddensstheoryofstructuration,weproposethatinformalandnonpurposiveeverydaypoliticaltalk,thepracticalformofdialogic
4、deliberation,isthefundamentalunderpinningofdeliberativedemocracy.Througheverydaypoliticaltalk,citizensconstructtheiridentities,achievemutualunderstanding,producepublicreason,formconsideredopinions,andproducerulesandresourcesfordeliberativedemocracy.doi:10.1111/j.1468-2885.2007.00313.xMostscholar
