1、信息化论坛InformationForum拜耳医药保健有限公司支持——利用信息技术改进医疗服务我国区域卫生信息平台建设现状及趋势研究①许培海摘要目的：在全面推进人口健康信息化建设之际，对我国已有区域卫生信息平台建设现状及应用进行分析，针对当前存在的主要问题，结合卫生计生政策环境及信息化建设发展趋势，提出我国区域人口健康信息平台发展的相关建议。方法：对省、市、县三级卫生计生行政机构进行网络问卷调查，应用统计学方法分析数据，并综合采用文献与网站调研、深入访谈等方法，获取相关定性资料。结果：基于居民电子健康档案

2、的省级区域卫生信息平台建设率约为38%，市、县级居民电子健康档案数据库建设率达到60%以上，在建设模式上以横向整合共享模式和纵向共享模式为主。各地对数据存储、系统互联互通、系统安全等技术应用进行了深入探索与实践，并基于区域卫生信息平台开展了慢病管理、门诊质量控制、区域会诊等服务。结论：为提高我国区域人口健康信息平台建设水平，提出加强系统安全建设和数据整合；以用户的需求为出发点，促进人口健康信息共享和交换；加强信息深度分析，发挥决策支持作用等政策建议，以期对我国区域人口健康信息平台建设提供参考和借鉴。关键词
