3、heeconomicdevelopmentoftheParties;Agreeingthatastableframeworkforinvestmentwillmaximizeeffectiveutilizationofeconomicresourcesandimprovelivingstandards;Recognizingtheimportanceofprovidingeffectivemeansofassertingclaimsandenforcingrightswithrespecttoinvestmen
4、tundernationallawaswellasthroughinternationalarbitration;Desiringtoachievetheseobjectivesinamannerconsistentwiththeprotectionofhealth,safety,andtheenvironment,andthepromotionofinternationallyrecognizedlaborrights;HavingresolvedtoconcludeaTreatyconcerningthee
5、ncouragementandreciprocalprotectionofinvestment;Haveagreedasfollows:SECTIONAArticle1:DefinitionsForpurposesofthisTreaty:“centrallevelofgovernment”means:(a)fortheUnitedStates,thefederallevelofgovernment;and(b)for[Country],[].“Centre”meanstheInternationalCentr
