3、ountriesachievedexcellenceaccordingtothereport(Mourshed,Chijioke,andBarber2010).Amongthesixfactorsthataccountedfortheirsuccess,threearerelatedtothecorethemesofthischapter:1.decentralizedpedagogyandperpetuationofinnovativepractices,2.leadershipforchange,and3.empowermentofteachersandschoolleade
