2、iticalsystems?Weinvestigatethesequestionsinadatasetencompassingsixtydemocra-ciesfrom1960-98.Withoutconditioningonthepoliticalsystem,wefindthattaxesarecutbeforeelections,painfulfiscaladjustmentsarepost-poneduntilaftertheelections,whilewelfare-statespendingdisplays
3、noelectoralcycle.Oursubsequentresultsshowthatthepre-electiontaxcutsisauniversalphenomenon.Thepost-electionfiscaladjustments(spend-ingcuts,taxhikesandrisesinsurplus)are,however,onlypresentinpresidentialdemocracies.Moreover,majoritarianelectoralrulesaloneareassoci
