2、hilosophyandspiritwhichaddressesmanyofthethemesraisedinchaptertwo.Itaroseasaresponsetoconcernsaboutissuesaroundequalopportunitiesandparticipationinsports.AnunderstandingoftheprecisemeaningofCommunitySportsDevelopment(hereaftermostoftenreferredtoasCSD)willbeprogressivelydevel
3、opedthroughoutthischapter,butaninitialglimpsewouldacknowledgethatCSDisaformofprovisionwhichaddressessocialconcernsaboutthenatureandextentofinequality.Itshistoryisalsoreferredtointhecourseofthischapter,sootherthanpinpointingits’genesisasbeingconcurrentwiththedevelopmentof‘Spo
4、rtforAll’intheearly1970s,thattoowillbepassedoverfornow.Thischapteraimstoanalysethetheory,policyandpracticeofCSD.SignificanttensionsandissuesinCSDwillbediscussedthroughoutthechapter.Itwillconsiderdeliverymodelsrangingfromtopdowntobottomup.ItwillalsoviewCSDfromsocial,cultural,
5、andpoliticalperspectives.Theoreticalconcernsaboutpolicy,processandpracticewillbeillustratedthroughoutbyreferencetospecificcasestudies.Thefollowinganalysiscommenceswithanexplorationofkeyconceptsandissuessuchassportsdevelopment,communitydevelopmentand‘community’itself.Itthenex
