3、esledtoarapidReceivedinrevisedform29July2013butephemeralriseofAfricanexportsthatcanbeexplainedinpartbyethnic-ChinesefirmsusingAfricaasaAccepted7August2013quota-hoppingexportplatform.Wefirstprovidealargebodyofanecdotalevidenceontheethnic-ChineseapparelwaveinAfrica.Second,weshowthatChineseexportstoA

4、fricapredictUSimportsfromthesamecountriesandinJELclassification:thesameapparelcategoriesbutonlywheretranshipmentincentivesarepresent,i.e.forproductsfacingUSquotasF13O17andincountrieswithpreferentialaccesstotheUSunconstrainedbyrulesoforigin.OurestimatesindicatethatO19directtranshipmentmayaccountfo
