4、cadeandFutureSoftwareandModelingPlansIntroductionThispaperprovidesasummaryofthevariousmarketdesigns,andthecomponentsofeachofthesemarkets,utilizedbytheRegionalTransmissionOrganizations(RTOs)andIndependentSystemOperators(ISOs)subjecttothejurisdictionoftheFederalEnergyRegulatory
5、Commission(Commission),andprovidesanoverviewofthecurrentpracticesandfutureplansoftheseRTOs/ISOswithrespecttothesoftwareandmodelingusedtoimplementtheirmarkets,includingthereal-timeandday-aheadmarketsforenergyand1ancillaryservices,aswellascertaintransmissionandplanningfunctions
6、.In1999,theCommissionandRutgersUniversitysponsoredaconferenceentitledTheNextGeneration2ofElectricPowerUnitCommitmentModels(1999Conference).Atthetime,Lagrangianrelaxation(LR)andlinearprogramming(LP)werethedominantalgorithmicapproachesusedtosolveday-aheadandreal-timemarketprobl
7、ems.Becausetheyareapproximationstothephysicalmarketproblem,theseapproachesgenerallyyieldsuboptimalresults.Ontheotherhand,mixedintegerprogramming(MIP)allowsforbettermodelingof,andistheoreticallycapableoffindingabettersolutionto,theseproblems.Themodelingoftheproblemislimitedbyt
