2、dTransmissionSystemInterconnection1.0PURPOSEThepurposeofthisdocumentistodefinepolicyandprovideengineeringguidelinesfortheAPoperatingcompanies(MonongahelaPowerCompany,ThePotomacEdisonCompany,andWestPennPowerCompany)hereinafterreferredtocollectivelyas“AP”or“theComp

3、any”concerninginterconnectionfacilitiesbuiltforthemainpurposeofprovidingservicetogeneratorsorotherlargegeneratingfacilities,hereinafterreferredtoas“generator”atthesub-transmissionandtransmissionvoltagelevel.Thisreleaseshallalsoapplytolarge(>2MW)generatorsorgenera

4、tingfacilitiesconnectedtothedistributionsystemvoltagelevel(maybe34.5kVandbelow).2.0SCOPEThisdocumentshallapplytoallgeneratorinterconnectionsconnectedatthesub-transmissionandtransmissionsystemvoltagelevelregardlessofsizeandintenttosellpowerbeyondthepointofintercon

5、nection.Thisdocumentshallapplytogeneratorsanddistributedgenerationwithanaggregatesizeofgreaterthan2MW,nominalatthepointofinterconnectiononthedistributionsystemregardlessofintenttosellpowerbeyondthepointofinterconnection.Theserequirementsdonotapplytoautomatictrans

6、ferschemesinwhichloadistransferredbetweentheAPandthegeneratorinamomentarymake-before-breakoperationprovidedthedurationofsynchronizing/parallelingthesourcesislessthan100ms,exceptParagraph3–VoltageFluctuationrequirementsintheSERVICEQUALITYsection6.0shallapply.These

7、requirementsdonotapplytoemergencyorstandbygenerationautomatictransferschemeswithnon-paralleling(break-before-make)operation.NOTE1Severalgovernmentalandindustrystandardorganizationspublishdocumentsthatdealwithcertainportionsoraspectsoftheinterconnection.Thisdocume

8、ntdoesnotconflictnorisitintendedtoconflictwiththesegovernmentalorindustrystandards.However,thisdocumentmaynotcontainalloftherequirementsinastandardthatareneces
