3、dbyenhancedrolesfortheWashington-basedIMF,andbyastrengthenedmandateandexpansionoftheBasel-basedFinancialStabilityForum(FSF)toincludeallG20countries,Spain,andtheEuropeanCommission—nowrenamedtheFinancialStabilityBoard(FSB).Therearealsonumerousreferencesinsupp
4、ortingdocumentsto“moreintensivecollaboration”amongsupervisoryagencies,bothtoagreeupondetailedrulesandtoimprovetheeffectivenessof“supervisorycolleges”forlargefinancialinstitutions.Allthisisexpectedtobeachievedinlessthantwoyears—comparedwiththefiveormoreyears
5、requiredtosettleuponthelastsetofbankingregulatorychanges,theso-calledBaselIIreforms.YetthroughoutseveralhundredpagesofpubliclyavailablereportsproducedtosupporttheG20Summit—fromtheEU,FSA,UN,U.S.Treasury,andG20WorkingGroups—thereisnotasinglementionoftherolete
6、chnologycouldplayinsupportingthenewsystem.Several1reportssuggesttheneedformoreresourcesornewskills,butthereisnodiscussionofthechallengeofdeliveringthegreaterinternationalcollaborationthatisattheheartofsomany2oftheproposals.Thispaperaddressesthatissueandexpl
7、oreshowcollaborativeandothertechnologiescanbeacriticalenablerofmanyofthereformsbeingplanned.Majorchangeswillneedtobeimplementedinregulation,structure,andprocesses—and,moreimportant,alsointhecultureofthoseleadingbothlargefinancialinstitutionsandthesupervisor
