2、uttheymustalsodeliverthetechnologicalinnovationsrequiredtomaintaintheirleadershipposition.Thesealreadycomplicatedtasksaremadeevenmoredifficultbyaneconomythat’sforcingeveryone—ITincluded—todomorewithlessandanITenvironmentthathasgrownincreasinglycomplicatedasapplication
3、sandinfrastructurehaveproliferated.ThisenvironmentmakesitincreasinglydifficulttomaketheintelligentITinvestmentdecisionsthatarerequiredthroughouttheITlifecycle.Butunlessthoseinvestmentdecisionsaremade—andmadewisely—ITgoalswillgounmet,portfoliovisibilitywillremainpoor,a
4、ndITinvestmentsandprojectperformancewillbedifficulttoevaluate.Addtothesewoesineffectivebusinessprocesses,outdatedITassets,outmodeddevelopmentmethods,andpoorresourceusage,andITprojects—whichshouldserveascatalystsofgrowthfortheenterprise—areinsteaddoomedtofailure.Andfai
5、ltheyhaveinrecentyears.AccordingtoBoston-basedresearchfirmtheStandishGroup,onlyaround30percentofITprojectstypicallysucceed—meaningthey’recompletedontime,withinbudget,andwiththerequiredfeaturesandfunctions.Whilesomeoftheseprojectfailurescanbeattributedtofluctuatingmark
6、etsandchangingconditions,thetruthisthatITprojectfailurerateshavebeenhighforyears,andtheprimaryculpritislackofITgovernance.Withoutit,projectportfolios(and,infact,portfoliosofalltypesofinvestments)lacktherightresourcesandskillsets,risksareneitheranticipatednormitigated,
7、dependenciesgounrecognized,andan“us-versus-them”attitudedevelopsbetweenbusinessandIT.Asaresult,thevaluedeliveredbyITisneverproperlymeasuredorrecognized.SomeITorganizations,however,aregettingitright.AndmanyofthemaredoingsobydeployingOracle’sPrimaveraenterpriseprojectpo
