2、irman,distinguishedmembersoftheSubcommittee,thankyouforthisopportunitytoappearbeforeyoutodiscusstheDepartment’sFY2008science1andtechnology(S&T)program.ThisisthesecondyearIhavehadtheopportunitytoappearbeforeCongressastheDirectorofDefenseResearchandEngineering(DDR&E),andIam
3、excitedbythedirectionandfocusoftheDepartment’sS&Tprogram.IwillusetheopportunityofthishearingtodescribetheoverallDepartmentofDefense(DoD)S&Tprogram,whilealsotouchingontheoversightoftheDepartment’sresearcheffortsincounterproliferationandcounterterrorismtechnologies.Iamalsop
4、leasedtohavethechancetohighlightinthishearingsomeofthenewandexpandedinitiativeswehaveundertakenacrosstheDepartmentandwithintheOfficeoftheSecretaryofDefense(OSD)toaddressdesiredcapabilitiesdescribedinthe2006QuadrennialDefenseReview(QDR).Lastyear,Itoldyouaboutthevisionputin
5、placefortheDoD’sResearchandEngineering(R&E)program:“DevelopTechnologytoDefeatAnyAdversaryonAnyBattlefield.”Thisvisionencompassesbothstateandnon-stateactors,aswellasallpotentialfieldsofconflict,fromthephysicalbattlefieldtocyberspaceandothernontraditionalbattlefields.Inaddi
6、tion,thisvisionisconsistentwiththechallengesoutlinedintheQuadrennialDefenseReviewandtheFY2008DefenseS&TprogramsubmittedbythePresident,avisionsupportedbytheindividualS&TprogramsoftheServices,Agencies,andtheOfficeoftheSecretaryof2Defense.Torealizethisvisionrequires:-AnS&Tpr
7、ogramthatisbalancedtoaddressnear,mid,andfartermneedsoftheDefenseDepartment.WewilldescribeanS&Tprogramthatseekstobalanceinvestmentthataddressestheknowncapabilityneedsandthreatsoftodaywiththepotentialcapabilitiesneedsandthreatsoftomorrow.Intheshort-term,theS&Tprogramshoulde
