China-ASEANrelationsresearchTheturnofthecentury,therelationsbetweenChinaandASEANcountriesdeveloprapidly,onthethreestepsinarow,developingfromrelationsofthe"all-roundfriendlyandcooperativerelations"to“good-neighborlypartnershipofmutualtrust",raisingtoa"strategicpartnershipforpeaceandprosperity.Atpresent,thedevelopmentofbilateralrelationsisconfrontedwitharareopportunity,buttherearealsosomeproblemsandchallenges.Aslongasthetwosidesstartfromtheoverallsituation.Basedonthelong-term,seizedopportunities,metchallenges,narroweddifferences,resolvedconflicts,strengthenedcooperation,theprospectsofbilateralrelationswillbeevenbetteroptimistic.Keywords:China,ASEAN,cooperation,problems,OutlookSince20thcentury,theASEANmemberstatesstrengthenbilateralcooperationwiththeChina,atthesametime,Chinaisalsomoreclearlyawareof,togetherASEANinSoutheastAsiaasawholestageisapoliticalandeconomicforcetobereckonedwith.Therefore,thetwosidesreachedaconsensusquicklyintheprocessofregionalintegrationinEastAsia,thebuildingofChinaandASEANFreeTradeAreafurther promotecooperationbetweenthetwosides.Atthesametime,thelevelofbothpoliticalinteractionandcommunicationhasalsobeenlargelyimproved.Especiallyinrecentyears,bilateralrelationshavebeensubstantialimprovementsineachotherisincreasinglybecomingaclosepartnerintheAsia-Pacificinternationalrelations,layingasolidfoundationfortheestablishmentofdiplomaticrelationsofthetwosidesofthe"strategicpartnership"target.1.ThedevelopmentofrelationsbetweenChinaandASEANcountriesopportunities1.1Thetimesofpeace,developmentandcooperationprovidedarareopportunityTheturnofthecentury,peaceanddevelopmentremainthethemesofourtimes.Thegeneraltrendoftheinternationalsituation:theoverallpeaceandlocalwarfare;overallrelaxationandlocaltension;generallystable,localturbulence.IntheAsia-Pacificregion,seekingpeaceandpromotingcooperationanddevelopmentisamajorpolicyorientationofmostcountriesintheregion,mergedintothemainstreamoftheregionalsituation.RelationsamongmajorpowersintheAsia-Pacificregioncontinuetomaintainthemomentumofimprovementanddevelopment,enhancedialogueandcoordinationbetweencountriesmoreinterdependently,peacefulnegotiationisthebasicwaytosolvethe disputes,thedifferentformsofsecuritydialogueandcooperationhasbecomeincreasinglyactive.LedbyASEANandChina,theEastAsianregionalcooperationofJapanandKoreaisintheascendant,andtheprocessofeconomicintegrationsignificantlyspeedup.Asianeconomiesenteredanewperiodofgrowthaftersufferingfromthefinancialcrisis,theimpactofSARSandavianinfluenza.Asiaremainsoneofthemostdynamicregionsfortheglobaleconomy.Thiseasy-regionalandinternationalenvironmentprovidesagoldenopportunityforthefurtherdevelopmentofrelationsbetweenChinaandASEANcountries.1.2Thetwosidesestablishandgraduallyimprovethemuti-leveldialogue,consultationandcooperationmechanismThehigh-levelvisitsbetweenChinaandASEANcountriesbecomemoreandmorefrequently,deepenmutualunderstanding,enhancemutualtrustthroughdialogue,communication.Currently,thetwosideshaveformeda"101"leadersoftheannualsummitasthecore,includingtheMinisterofForeignAffairs,MinisterofEconomicAffairs,MinisterofTransportation,theCommissionerofCustomsandExcise,theAttorneyGeneral,theMinisterofYouthAffairs,seniorofficialsandpoliticalconsultationsandtheASEANCommitteeinBeijing,theChina-ASEANJointCommissiononEconomicandTradeCommission,JointScienceandTechnologyCommittee,BusinessCouncilfordialogueandcooperationmechanisms.IntheAsia-PacificEconomicCooperation,the ASEANLeaders'Meeting,theASEANRegionalForum,theAsia-EuropeMeeting,aswellastheUnitedNationsandinternationalinstitutions,bothsidesshouldactivelycoordinatetheirpositions,communicatewitheachotherandsupporteachother.Inaddition,thetwosidesalsosignedaseriesofagreements,treaties,theJointDeclaration,laidalegalfoundationforthehealthyandrapiddevelopmentofbilateralrelations,providethelegalandinstitutionalguarantees.ChinaformallyjoinedAmityandCooperationTreaty,bilateralrelationswillbemorestabilityandcontinuity,willnotbeadverselyaffectedbyachangeinstateleaders,itwillnotbeaffectedbecauseofanemergencylong-termbilateralcooperation.1.3ThecommoninterestsofbothsidesenhanceandcommonlanguageincreasesThenationalinterestisthefundamentalstartingpointandgoaloftheforeignpolicyofacountry.WiththedepthofunderstandingandtrustbetweenChinaandASEANcountries,thecommoninterestsofthetwosidesenhanceinaseriesofmajorinternationalandregionalissues,thecommonlanguageincreases,bothsidesneedapeacefulandstableinternationalandregionalenvironmenttodevelopeconomy,andarebothfacedwiththethreatofinternationalterrorismandothernon-traditionalsecurityissues;Asiandevelopingcountries,arefacedwiththepressureofeconomicglobalizationandregionalization,wanttostrengthenregional economiccooperationtoenhancetheeconomicstrength;ininternationalaffairs.,thetwosidesneedtosupporteachother,tojointlysafeguardthelegitimaterightsandinterestsofdevelopingcountries;followtheprincipleofnoninterferenceineachother'sinternalaffairs;advocatesstrengtheningdialogueandcooperation,thepeacefulsettlementofdisputesbetweenStates,opposetheuseofforceorthreatofforce;believethatdemocracyisagradualprocess,againsttheWesternpowerstousehumanrightstointerfereintheinternalaffairsofothercountries.Thesehaveincommonnotonlyexistforalongtimebutalsowillcontinuetoexpandasthesituationchanges,laidagoodfoundationtopromotetherelationshipbetweentheparties.1.4TheunderstandingoftwosidesforeachotherismorepositiveandcooperationwillincreaseWiththeeconomicdevelopmentofChinaandASEANcountriesandtheimprovementofthestatus,thetwosidesineachother'sstrategiccognitivepositivelychange.InChina'sview,ASEANisapoleinthemuti-polarizationintheAsia-Pacificregionandanimportantregionalpower.ChinaviewsASEANasa"long-termcooperationpartner,animportantbarriertostablesurroundingenvironment."Inthenewcentury,Chinalaunchedatimelymanner"goodneighborandgoodneighborsaspartners",peacefulneighbors,"richneighbor"policy,toimproverelationswiththeASEANcountries.Thisseriesofinitiativeswinthe goodwilloftheASEANcountries,ASEANcountriesgraduallychangethe“viewofChina”.TheirattitudetowardChinagraduallyshiftedtrust,cooperationandsupportfromfear,hostilityandPrevention,theygiveamorepositiveassessmentofthedevelopmentofChina'sstrength.IntheASEANcountries,the"Chinathreattheory"isreplacedby"Opportunity".2ThechallengesofrelationsbetweenChinaandASEANcountries2.1.Completeeliminationofthe"Chinathreattheory"needtimeASEANcountriesintermsofstrength,area,population,influence,comparedwithChina,areasmallcountry.UndertheinfluenceoftheWesternpublicopinion,SoutheastAsiahassetoffwaveafterwaveof"Chinathreattheory",butdifferenttimeshavedifferentversions.Inparticular,thetwosidesoverthesovereigntyoftheSouthChinaSeadispute,theirdoubtsisdifficulttoletgo.2.2StrongpowertroubledSoutheastAsiahasalwaysbeenaplacethatstrongcountrycompetewith.Inordertosafeguardtheirownsecurityandinterests.ASEANcountriesadvocateinternalintegrationandexternalimplementationofthestrategyof"balance".UnitedStates,Japan,IndiaandothercountriesseizetheopportunitytoracetoavarietyofstrategicrelationshipswithASEANcountries.ThesecountriescloselywithoneofthegoalsoftheASEANrelationsisthroughtheropeinASEAN countriesandusethemtoweakenthegrowingimpactofChinainSoutheastAsia,thencontainChina.AlthoughthemajorityofthemembersoftheASEANChinarefusedtotakeastrongpolicyofcontainment,butiftheyarenotvigilanttotheattemptofstrongcountry,itwillcertainlybeanegativeimpactontherelationsbetweenChinaandASEANcountries.3.ProspectsforrelationsbetweenChinaandASEANcountriesJudgingfromthecurrentsituation,afteryearsofeffortsbybothsides,therelationsbetweenChinaandASEANcountriesenterthebestperiodinhistory,formingpoliticalmutualrespect,economicmutualgoodandtrustinginthesecuritysituation.Thissituationishardtocomeandbothsidesshouldcherish.Lookingtothefuturedevelopmentofbilateralrelationsopportunitiessignificantlyoutweighthechallenges,spaceisstillquitelarge.Longasbothsidesalwaysadheretotheprincipleof"equalityandmutualtrust,win-wincooperation",ratherthanagainsteachothermutualrespect,mutualtrustratherthanmutualsuspicion,seizetheopportunitytocooperatewitheachotherinsteadofcut-throatcompetition,basedonawin-winsituation,meetchallenges,narrowdifferences,resolveconflicts,strengthencooperation,bilateralrelationswillbeevenbrighterprospects.
