2、n,theLabourLawandtheLawontheProtectionofMinorsforthepurposesofprotectingthephysicalandmentalhealthofminors,promotingtheimplementationofthesystemforcompulsoryeducationandsafeguardingthelawfulrightsandinterestsofminors.Article2NoStateorgans,socialorganizations,enterprises,institutions,priv
3、atenon-enterpriseunits,orindividualindustrialandcommercialbusinesses(hereinafterreferredtoasemployingunits)mayrecruitandhireminorsundertheageof16(theterm"hiringminorsundertheageof16"ishereinafterreferreduniformlytoas"useofchildlabour").Allunitsandindividualsareprohibitedfromprovidingjobp
4、lacementservicetominorsundertheageof16.Minorsundertheageof16areprohibitedfromstartingbusinessandengaginginindividualbusinessoperationactivities.Article3Theparentsorguardiansofminorsundertheageof16shallprotecttheirphysicalandmentalhealth,safeguardtheirrightstocompulsoryeducationandshallno
5、tpermitthemtobeillegallyhiredbyemployingunits.Wheretheparentsorguardiansofminorsundertheageof16permitthemtobeillegallyhiredbyemployingunits,thepeople'sgovernmentofthetownship(town),theurbansubdistrictoffice,thevillagers'committeeortheresidents'committeewheretheyarelocatedshallcriticizean
6、deducatetheparentsorguardians.Article4Employingunits,whenrecruitingemployees,shallverifytheidentificationcardoftherecruited;nominorsundertheageof16shallberecruited.Theemployingunitsshallproperlypreservethedocumentsforrecruitmentregistrationandverification.Article5Labourandsocialsecuritya
7、dministrativedepartmentsofthepeople'sgovernmentsatorabovethecountylevelshallberesponsibleforthesupervisionoverandinspectionoftheenforcementoftheseProvisions.Administrativedepartmentsforpublicsecurity,industrialandcommercialadministration,educationandpublichealth,etc.ofthe
