2、existingcapitalrequirementsandfullyendorsedtheagreementsitreachedon26July2010.Thesecapitalreforms,togetherwiththeintroductionofagloballiquiditystandard,deliveronthecoreoftheglobalfinancialreformagendaandwillbepresentedtotheSeoulG20LeaderssummitinNovember.Th
3、eCommittee'spackageofreformswillincreasetheminimumcommonequityrequirementfrom2%to4.5%.Inaddition,bankswillberequiredtoholdacapitalconservationbufferof2.5%towithstandfutureperiodsofstressbringingthetotalcommonequityrequirementsto7%.Thisreinforcesthestrongerd
4、efinitionofcapitalagreedbyGovernorsandHeadsofSupervisioninJulyandthehighercapitalrequirementsfortrading,derivativeandsecuritisationactivitiestobeintroducedattheendof2011.MrJean-ClaudeTrichet,PresidentoftheEuropeanCentralBankandChairmanoftheGroupofGovernorsa
5、ndHeadsofSupervision,saidthat"theagreementsreachedtodayareafundamentalstrengtheningofglobalcapitalstandards."Headdedthat"theircontributiontolongtermfinancialstabilityandgrowthwillbesubstantial.Thetransitionarrangementswillenablebankstomeetthenewstandardswhi
6、lesupportingtheeconomicrecovery."MrNoutWellink,ChairmanoftheBaselCommitteeonBankingSupervisionandPresidentoftheNetherlandsBank,addedthat"thecombinationofamuchstrongerdefinitionofcapital,higherminimumrequirementsandtheintroductionofnewcapitalbufferswillensur
7、ethatbanksarebetterabletowithstandperiodsofeconomicandfinancialstress,thereforesupportingeconomicgrowth."IncreasedcapitalrequirementsUndertheagreementsreachedtoday,theminimumrequirementforcommonequity,thehighestformoflossabsorbingcapital,willberaisedfromthe
