1、摘要农村“煤改气”政策作为大气污染防治的举措之一，为我国可持续发展做出了突出贡献。自2015年河北省提出农村“煤改气”的相关设想以来，保定市江城乡在响应号召推行此项政策方面可谓“披荆斩棘”，在政策执行过程中遇到了种种困难，但是所做出的成绩也斐然。本论文的研究目的就是在乡村振兴战略的时代背景下，以特定的理论基础来促进政府、公民、社会组织三者在农村“煤改气”方面建立有效的合作网络。而治理理论完善的理论体系和严密的逻辑框架在一定程度上给我们提供了可资借鉴的资料，对保定市江城乡农村“煤改气”政策执行奠定了理论基础。本文有以下几部分的主要内容：首先，
2、描述了“煤改气”政策研究的国内外现状以及研究的背景和意义。其次，通过整理、归纳相关文献资料，对保定市江城乡农村“煤改气”的相应的概念进行阐述，并列举出了政策和法律依据。再次，分析了保定市江城乡农村“煤改气”政策执行的问题及问题的成因。最后，提出了解决保定市江城乡农村“煤改气”政策执行中产生种种问题的对策。从而对于全国农村“煤改气”政策执行有一定的借鉴意义。关键词：“煤改气”政策；治理；政策执行；合作网络 AbstractRuralcoaltogaspolicyasoneofthemeasurestopreventandcontrolairp

7、thepolicyandlegalbasis.Thirdly,itanalyzestheproblemsandcausesoftheimplementationofcoalgasconversionpolicyinJiangchengTownship,Baoding.Finally,itputsforwardcountermeasurestosolveallkindsofproblemsintheimplementationofcoalgasconversionpolicyinJiangchengTownship,Baoding.Thus,
