1、摘要随着经济的快速发展，城市规模不断扩大、人口数量急剧增长，带动能源消耗不断增加，使得空气污染问题日益凸显，给人类社会带来了巨大的经济损失，给居民健康带来很大损害。当前，我国区域性复合型空气污染形势严峻，尤其在京津冀地区，虽然各省市政府都已经采取有效的措施对抗污染，但由于空气本身的特殊性，使得治理周期长、治理难度大、存在严重的资金缺口，仅仅依靠单一的政府行政管理模式很难从根本上解决空气问题。随着公民社会进一步发展，公众参与环境管理的意愿增强，但是实际行动却滞后于思想的进步。所以治理过程中要联合各级政府，发动各地
2、区企业、群众，所有人一起付诸行动，携手治理空气问题，才会取得明显成效。本文选取河北省霸州市作为研究对象，运用数据分析霸州市空气问题现状，基于可持续发展理论、马斯洛需求层次理论对现存空气问题进行解决路径探索。多元主体参与空气治理是本文重点，政府如何有效使用其行政权力、企业如何担负社会责任、群众如何发挥“主人翁”作用，本文对这些问题的解决提出完善的对策和建议。关键词：空气污染；多元主体；霸州市；可持续发展AbstractWith the rapid development of the economy, the s
