1、摘要现今社会中人民的健康需求不断扩大,医疗费用也在不断上升,这使得目前医疗市场上出现许多问题,同时,我国各自封闭运行的碎片化式医保制度,对于覆盖所有国人的全民医疗保险制度的可持续发展造成不利影响,与我国倡导的“人人平等”原则背道而驰,随之我国基本医疗卫生保障制度在发展过程中出现诸多问题。通过对现今社会下,我国基本医疗卫生保障制度实施现状的分析,发现我国的乡镇基本医疗保障问题存在许多弊端亟待解决。以安国市伍仁桥镇为例,结合国内外专家学者的理论,以及国家相关大政方针的运行状况,并通过问卷调查和数据分析,
2、对安国市伍仁桥镇的基本医保问题从社会公平、重复参保、待遇支付标准和资源配置四个方面发现问题,分析其出现的原因,根据所反映出的问题,寻找出原因,从医保体制、资源配置、信息系统、部门协调状况等多角度分析,总结其影响因素,制定切实可行的解决措施。关键词:医疗卫生保障;社会公平;资源配置 AbstractIn today's society, the health needs of the people are constantly expanding, and the medical expenses a
