2、土地利用战略研究二者的比较发现，土地利用战略研究就是引入概念规划的切入点。城镇体系以其在区域发展和耕地保护中的重要她位。使城镇体系±地利用空间战略研究成为运用概念规划方法进行土地利用战略研究的核心。本文对城镇体系土地利用空间战略研究的性质与定位、编制内容与方法作了初步的探讨，并提出以主要经济联系方向为理论，以绝对经济联系量和相对经济联系量为主要指标来确定城镇体系空间发展方向，其中相对经济联系量的修正系数，采用交通量作为依据。在以大同市为例的实证分析中证明本文探讨的方法可行，并且起到了强化土地利用战略研究，增强总体规划的战略性，指导用途分区管制及各类用地指标分
