1、摘要推行农业产业化能有效地解决分散农户经营与大市场的连接，对于推进农业科技进步，提高农业生产效益，促进农民增收，保证农村经济的快速发展有着十分重要的意义。20世纪90年代以来，农业产业化在我国取得了迅速的发展。但是，由于我国国情的特殊性，在农业产业化深入发展的进程中，一些深层次的矛盾和问题仅仅依靠市场调节难以解决，一些地方政府职能“越位”和“缺位”也影响了农业产业化发展。因此，研究新时期下农业产业化经营中的政策问题，对宏观指导农业产业化经营，为农业产业化发展提供更为宽松的平台具有重大理论和实际价值。本文以农业产业化经营与政策关系为切入点，阐述了农业产业化经

2、营中政策的主要作用和特点，系统分析评估了我省农业产业化经营和政策情况，从农业产业化经营的组织政策、结构政策、投入政策等方面提出了新的思路。①提出了重构土地产权关系的思路。通过农村土地流转，农户掌握土地使用权和处置权，以土地入股来深化农业产业化经营的改革和发展。②提出扶持工商企业资本尤其是发达国家资本进入我省农业产业化进行资本经营，实现双赢的观点。③阐述了在农业产业化经营中应跳出乡、镇、村的行政规划，以县、市为规模实现优势农产品区域化布局的意见。关键词；农业产业化政策农业台作组织土地流转优势产区工商企业IAbstractPromotetheagricultu
