4、arifflaw. Thislawleviesasmallfeeofadollarorsopermonthoneveryelectricratepayer'sbill. ThiscreatesafundthattheutilityusestopayasignificantpremiumperkWhtosmallscalerenewableenergygenerators. Thismakesitcosteffectivetofinancethecostofinstallingsolarpanels(orawindmilletc.)beca

5、usetheincomefromthesaleofyourelectricitytotheutilitycoversthecostoftheloan. Oncetheloanispaidoff-typicallyin20yearsyoubecomeaprofitableelectricmicro-utility!ItestifiedatahearingforthisproposedlegislationbeforetheMaineJointUtilityandEnergycommittee, whereIpresentedaspreads
