4、esandmethodsofCOPCasareference.ProvideopportunitiesforCOPCpractice,especiallywithinvulnerablecommunitiesBackgroundCOPCprovidesthebridgebetweenclinicalmedicineandpublichealth,inwhichthecommunityisthefocalpointinthedeliveryofhealthcare.Itprovidesaconceptualandmethodologicalframeworktorationalize

5、,organize,andadaptavailableresourcestothedeliveryofhealthservices.Themethodsareessentialtotheorganizeddeliveryofhealthcareincommunitybasedpractices,organizationsengagedinmanagedcare,andresponsivegovernmentalhealthsystems.ThebasicconceptsofCOPCwereinitiallyimplementedinSouthAfricaduringtheearly1

6、940'sbySidneyandEmilyKarkwiththecreationofcommunityhealthcenters.Thesecenterspromotedareorientationofhealthservicesatthecommunitylevelthroughauniquelinkagebetweenindividualclinicalcareandpublichealth.Theyservedasalaboratoryforteachingandtraininghealthprofessionals.Sincethattime,COPChasbeentaugh

7、tandpracticedinanumberofsettingsaroundtheworld.SignificantlyithasbeenanimportantelementintheCommunityHealthCentermovement,theIndianHealthService,andanumberofurbanhealthdepartmentsintheUnitedStatesaswellasavarietyofpublichealthandp
