3、着社会保障适度水平的财政支撑能力，论文基于修正后的社保适度水平测度模型，在此基础之上运用ARIMA时间序列模型对陕西省适度社保水平下的财政支出规模进行预测，通过对比陕西省与山西省、江西省财政中社会保障的支出比例，得出陕西省财政目前对于社会保障的适度水平可能存在不能支撑的情况。针对此，陕西省应先逐步稳定的提高社会保障至适度水平；其次应加快产业发展努力推行供给侧改革带动经济发展，推进财税体制改革，提高税收征管效率提高财政收入，最后应加强财政监督；建立社会保障水平与财政收支的动态调整机制，使社会保障达到最佳水平。关键词：社会保障适度水平；财
