1、摘要本文以国内外产业集群理论为主要依据，以安徽沿淮城市群小麦产业集群为主要研究对象，从安徽沿淮城市群整体角度上，对小麦产业集群的发展模式进行研究。本文主体部分由四个部分组成。第一部分是绪论部分，该部分主要是介绍本文选题的背景和意义，综合论述到目前为止的国内外优秀的产业集群理论，通过对产业集群内涵的理解，提出小麦产业集群的定义；第二部分是对安徽沿淮城市群小麦产业集群的现状分析，该部分主要是通过分析小麦投入产出比，对安徽沿淮城市群小麦产业集群的效益进行评价，结合目前安徽沿淮城市群小麦产业集群的发展状况，提

2、出安徽沿淮城市群小麦产业集群发展所存在的问题；第三部分是安徽沿淮城市群小麦产业集群的发展分析，该部分主要是针对目前安徽沿淮城市群小麦产业集群存在的问题，提出适合于安徽沿淮城市群小麦产业集群的发展模式，并进行模式构建分析；第四部分是安徽沿淮城市群小麦产业集群可持续发展判断与对策，该部分主要分析影响小麦产业集群可持续发展的因素，进行小麦产业集群可持续发展的判断，提出实现可持续发展的对策措施。本文的主要结论有：就目前的情况来看，安徽沿淮城市群小麦产业集群的发展存在诸多问题，适合于安徽沿淮城市群小麦产业集群的
