1、中国农业大学硕士学位论文北京市海淀区河湖水系规划研究姓名：刘忠民申请学位级别：硕士专业：农业工程指导教师：叶水根20070501摘要水是城市的灵魂，海淀区作为北京市重要的水源地。其水系治理与水利工程布局对全市水环境改善具有重要意义。本文在可持续发展和以人为本的两大前提下，积极探索提出新的治水思路，以适应水系的城市功能定位．城市河道具有排水、输水和构成城市景观的双重属性，河道治理须贯彻生态治河的理念，把生态环境放在重要的位置，充分重视治理工程的生态效应、环境影响和景观要求，注重人水和谐相处，实现由工程水利向生态水利的转变．对于流经建设区段的河道，要结合环境景观进行河道

2、整治，利用河道两岸的绿化隔离带设置适量园林小品，将沿河两岸建设成绿色亲水空间，建立水域与陆地的和谐过渡带，为人民群众宦口造亲水的休用空间．对于其它河段，河道治理也应尽量维系水生生态系统。减少对环境的不利影响，大力推广生态环保型河道治理技术方案；同时加大湿地的建设力度，利用雨洪，既减轻洪灾，又利于环境的改善；规划在有条件的地段利用现有河道或疏挖输水连通渠，将不同的河道、湿地有机地连接起来，更好地发挥河道、湿地的功能，提高输水保证率，完善了生态景观水网，恢复历史水系，满足城市的防洪排水要求。本规划以恢复与建设城市生态系统为目标，按照生态治河的理念，对区内河湖水系进行综合
