3、platformisanurgentissuetobesolved．IEC61970standardsprovidetechnicalsupportstodealwiththisissue．DevelopingplatformandapplicationsbasedonIEC61970standardshasbecomethetechnicaltrendsinEMSdomain．TheconstitutingofIEC61970standardsisanimportantmilestoneonthepr

4、ogressofEMS，andwillimpacttheprogressofEMSpermemantlyandactively．Errorbreakerorswitchstatewilldirectlyleadtoerrortopologyinpowergrid，andshakethemathematicalbasisofstateestimationbasedontheprincipleofweightedleastsquareandseriouslyinfluencethepoweranalysis
