2、cdevelopment．Twoenergycrisesin1970’Shaveaffectedtheentreworld,andenergyhasbeenoneofthebasicfactorstoresticteconomicgrowth．Jilinisoneoftheprovinceswhichareshortofenergy．Alongwiththeeconomicdevelopment，sheconsumed58．99milliontonseeenergyin2005，comparedto35．23milliontonsceenergyin1990．AttheS

3、alnetime，theoutputoftheenergychangedfrom25．72milliontonseeenergyin1990to25．97milliontonseeenergyin2005．BecauseaconsiderableportionoftheenergycunsumptiondependsOilotherprovincesorabroud，thecontradictionbetweendemandandsupplyisbecomingincreasinglyacute．Theshortageofenergybecameoneofthebottl

4、eneckrestrictionsineconomicandsocialdevelopment．JilinProvinceistheoldnafionalindustrialbase．Passingthroughmanyyears’constructionanddevelopment，ithasformedthequiteperfectindustryeconomysystem．TheValueaddedofIndustryofJilinProviceOccupied37．68％oftheGRPin2005，buttheIndustryconsumed68％oftheen

5、ergy．Withtheshortageoftheenergy,theindustrysystemcannotadapttheeconomicaldevolepmentdemandmoreandmore．Withtheconstructionoffluentsociety,lifeenergyandtransportationenergyconsumptionwillincreasequicklyandenergyshortagewillcontinueinthefuture．JilinProvincehastofaceagreatdealofstaggeringprol
